Surface facilities for the Deer Run Mine are located just across the railroad tracks from the Hospital, a nursing home, and the High School, and a medium security detention facility is located just to the south of Route 185 from the mine.
All of these represent vulnerable populations who will be forced to live with the noise and light pollution, as well as any fugitive dust clouds that may blow from the site.
Mining permits require coal companies to control dust. However, CALM members have witnessed fugitive dust clouds at other mine sites in Central Illinois (including Crown II and III in Macoupin County. The refuse piles will be taller than any building in town, and so if they are not properly managed, with even the slightest wind similar clouds of coal refuse could reach Hillsboro.
